Downtown Learning Center
The Downtown Learning Center debuted in November 2002 as a collaborative effort between CCSN and the Latin Chamber of Commerce. Its purpose was to provide downtown area residents increased access to key education and training opportunities. The Center is housed in the Latin Chamber Building which is easily accessible via US95 and Las Vegas Bolevard to Stewart, then east to 13th Street.
Our goal is to provide a state-of-the-art learning environment that anticipates and meets the educational and training needs of the local community through a comprehensive range of credit and non-credit course offerings, programs and services.
The Downtown Learning Center offers comprehensive Adult Basic Education (ABE) classes that help students learn and strengthen literacy skills, ESL proficiency and earn a high school diploma (GED). We provide a distinctive bicultural/bilingual environment that provides diverse programming through academic courses, educational seminars, and training programs. The center also offers English and Spanish Interpreting Classes that specialize in Medical Interpreting, Legal Interpreting and Law Enforcement Interpreting. The center offers computer classes and has a computer lab available for general community use.

Latin Chamber Supplemental Insurance
Aflac has been chosen as the Latin Chamber of Commerce's Supplemental Insurance Carrier. Aflac is focused on providing affordable supplemental insurance options that enhance existing benefit plans. Plans are available to everyone with special rates when payroll deducted by the employer.

Valley Center Opportunity Zone (VCOZ)
Many business owners and entrepreneurs in our community are in great need of one-on-one assistance; educational opportunities; and access to capital in order to help strengthen, maintain, and grow their companies.
Together, the Las Vegas Latin and Urban Chambers of Commerce are actively working on solutions to bring support where it is needed most. These chambers have formed The Valley Center Opportunity Zone (VCOZ), a joint-partnership, created to offer a helping hand to local businesses within a designated geographic area.
The main objective of the program is to assist our clients who own businesses located in the Zone's blighted areas within downtown Las Vegas, east and north of the city, and North Las Vegas. However, any business located within the boundaries is eligible to apply for assistance.
Principal Resposabilities of VCOZ:
1. Building Business Capacity
- Compentency level of our clients is raised by their participation in our programs that include formal training, seminars, workshops, and one-on-one mentoring, concentrating on topics that are often beyond the client's business specialty.
2. Providing Grants
- Direct business grants of up to $25,000, to be used for specific purposes. For example: signage, property improvement, capacity building, purchase of capital equipment, job creation and retention.
- Loan-levering grants that assist business owners with meeting a financial institution's capital injection requirement on larger commercial loans. These grants may be up to $50,000, depending on the loan amount and amount of owner's investment.
3. Grant Application Eligibility Requirements for VCOZ
- The business must be located in the Zone.
- It is preferred that the business is at least two years old — however, this criteria may be waived for a number of factors.
- Business and/or its owner(s) cannot have any outstanding federal and/or state tax liabilities.
- Current financial information must be provided on the business and the principals involved in the business.
- Business plan with cash flow projection and detailed "Source and Use of Funds" must be provided.
- Busines owner(s) must be willing to sign Agreement for Funds Disbursements.
